Arranges information and ideas coherently, with clear overall progression. Uses cohesive devices effectively but there may be some inaccuracies. Presents a clear central topic in each paragraph.
Uses an adequate range of vocabulary for the task. Attempts to use less common vocabulary but with some inaccuracy. Makes some errors in spelling or word form.
Uses a mix of simple and complex sentence forms. Makes some errors in grammar and punctuation but they rarely reduce communication.

Very Good User
Fully operational command of English with only occasional unsystematic inaccuracies. Complex language is handled well.
Good User
Operational command of English, though occasional inaccuracies and misunderstandings may occur in unfamiliar situations.
Competent User
Effective command of English despite inaccuracies, inappropriate usage, and misunderstandings. Can generally use complex language.
Modest User
Partial command of English. Can manage overall meaning in most situations, though likely to make many mistakes.
Limited User
Basic competence limited to familiar situations. Frequent problems in understanding and expression.
Extremely Limited User
Conveys and understands only general meaning in very familiar situations. Frequent communication breakdowns.
Intermittent User
Great difficulty understanding spoken and written English. No real communication possible.
Non-User User
Essentially no ability to use the language beyond a few isolated words.
